[3.1.2 Backport] Detect and provide metrics for duplicate database names in bootstrap polling

We should actively detect duplicate databse names across different buckets on boostrap/polling, and increment a stat when this occurs, along with a detailed error message.

It's expected that this stat should remain zero unless there's action to take by a customer/support to resolve the duplicate database issue.
