Deleted documents should set _deleted:true for import filter function

Prior to 2.7, deleted docs included _deleted:true in the body passed to the import filter function.  This was removed as part of the changes to reduce document marshalling, but should be restored.

Also need to review whether _id should be present for deleted docs in the import function (compare to the handling for non-deleted docs).
