Bindings throw exception when Replicator is in STOPPING state

Description

Core introduced a new replicator state in 2.8. The Java bindings throw an "unrecognized state" exception when they encounter it.

Re-open these issues until they are fixed in the hydrogen branch, for 2.8.x
