Update iOS target version to 11.0

Description

We can do this for the release version after 3.1.1

From my slack chat with

Do we support macOS 10.14+ or 10.12+ in 3.1? First, I understand that in helium, we do 10.14 but the support matrix still lists as "to be remove" and 10.14 is deprecated.

Also XCode 14 doesn't support iOS 10 as a minimum target version anymore. Practically, we should move on to iOS 11+ (e.g. from 3.2.0 or after 3.1.1 even better)

Yes - Lets move to iOS 11 in 3.1.x.

To be removed just means that it is to be removed in that version. After that it will say “removed” . Yeah- I’ll update the sheet
