Backport to 3.1.1: Client code should not require Spotbugs annotations

Description

An example program that I wrote, when built using AGP 8.0.2, appears to require the Spotbugs annotation package. Those annotations may still be in the code, but they should not be required by apps using the lib. If there is no way to eliminate the dependency, we'll have to stop using spotbugs.
