Recoverable Errors are stopping without retrying

When a recoverable error happens in P2P replication(message endpoint) is stopped without retrying.

Steps
1. Create a recoverable error with P2P replication.

Expected result

• When recoverable error happens, replicator should go offline and then retry.

Actual result

• it is stopping when recoverable error occurs.
