Unable to open legacy memcached bucket with two-step bootstrap

Description

HTTP provider gets disabled once the instance bootstraps in LCB_TYPE_CLUSTER mode, but it must be re-enabled for lcb_open(), because the bucket might be legacy memcached, which does not support BUCKET_SELECT operation.
