lcb_wait can get stuck when cluster configuration is invalid

In the pathological case where the entire cluster configuration is invalid (which would lead to no operations ever being successful). lcb_wait can get into a situation where it does not return due to the forever-pending SELECT_BUCKET operation triggered by configuration requests.
