Config cache only gets updated every 10 seconds

I believe that the config cache is only updated every 10seconds. I believe we advise users to use the config cache in cases where connections are being created and destroyed all the time such as apache and nginx setups, these also happen to be environments where the process is short lived.

• Is the 10 second timer useful?
• In these environments with cccp should we be using the config cache?
