Documents are not being synced correctly under convergence

Problem

Documents are not synced properly under convergence in 5.5 - GA build 2958 and Mobile 2.0

Steps to reproduce

1. create a new bucket "syncedBucket"
2. update the sync config file (attached), the shared bucket access and import are set to import docs.
3. logging tag = *
4. create a UI doc 
5. create a doc from an SDK (java)
6. both are being imported and _sync data is created (channel routing is "uber")
7. mobile device does not get the changes
8. got to the sync gateway admin "UI"
9. verify the documents got the correct channel 
10. now click on "Save". 
11. The document will now be synced.
12. seems like the channel was written twice
13. Future updates from SDK are not replicated as well
