SGW: Ability to bypass scan consistency constraint

We have encountered situations where the chain of discovery runs as follows:

• Document is not appearing on mobile device. Due to:
• Sync function against the query service is failing. Due to:
• Scan consistency on the query cannot be satisfied by current index. Due to:
• Index does not have the latest set of mutations. Due to:
• Issue in KV Engine.

Such problems can be tremendously difficult to unravel - both acquiring the relevant debug information and reasoning about where in the stack the problem may lie.

One suggestion is to temporarily allow SGW to perform its queries without requiring scan consistency as a troubleshooting method to narrow the behaviour down.
NB - Not at all wed to the suggestion here, but wanted to provide something to seed the conversation. The general request is for any enhancements that will help narrow down the problem space and make debugging slightly easier.
