Support Sync Gateway on Azure Ubuntu 22.04 LTS (ARM and x86)

Starting Beryllium, Sync Gateway will support Amazon Linux 2023. Tasks to verify support of platform:

1) Dev Team: To ensure that Sync Gateway build can be deployed on  Amazon Linux 2023.
2) QE: Include as part of OS certification tests.
