Support for Flutter(Dart) support in Couchbase Lite

Flutter mobile UI toolkit allows you to build cross platform mobile and web apps. In order for Flutter apps to access the native platform functionality written in swift/ Java, one would have to develop a [Flutter package](https://pub.dev/flutter)/ 

Flutter plugin for Couchbase Lite  allows flutter apps to access Couchbase lite native functionality.

Current State: There is a community project called [FlutterCouch]) [ "FlutterCouch"|https://blog.couchbase.com/fluttercouch-flutter-and-couchbase/]) and a for https://pub.dev/packages/couchbase_lite

This is a ticket to track customer requests to productize support for Flutter plugin

Update : It is unlikely to officially support Flutter API bindings anytime in near future . So the likely path is to is to eventually support the C API which wold make it simpler to develop bindings (refer linked ticket). Until such time we productize the C API, Engineering team will maintain the C API on a best effort basis but prioritizing requests and issues and PRs to GitHub repo from customers.
