    Description

      The PrometheusTargetEmpty alerting rule alerts if a Prometheus scrape config has no service discovery targets.

      However, it currently always alerts on the couchbase-server job. This is because the add cluster form adds a new job called couchbase-server-managed-N, so couchbase-server is never used.

      We should exclude couchbase-server from PrometheusTargetEmpty.
