Linting/testing of Loki rules

In CMOS-249 I discovered that one of our Loki alerting rules was invalid and broke parsing of the entire rules file. That shouldn't be possible.

Investigate ways to ideally unit-test, but if not that then at least sanity-check the rules files as part of CI.
