Don't require creating a TLS certificate/key

    Description

      Currently cluster monitor will refuse to start if it is not given a TLS certificate/key pair, even if the user isn't planning to use TLS. This makes setup unnecessarily difficult.

      We may want to either make TLS certs/keys optional (and likely shut off port 7197 if they are not provided), or generate them ourselves instead of requiring the user to use OpenSSL.
