CMOS needs to provide telemetry

Gathering and sharing information about both CMOS itself as well as the clusters that it is connected to needs to be an integral part of the product.  

A few considerations:

• Automatic "phone home" functionality of whatever CMOS is gathering (and it's own usage, for example, which health checks have been snoozed)
• Automatic/triggered upload of logs from connected clusters (i.e. collect_info)
• Ability to export a package of information from one or more connected clusters (collect_info and/or a subset)
