Publish dashboard to Grafana Community Repository

Roadmap – Grafana dashboard publish them Grafana Community (repository)

The intention here is to provide all of the Grafana stack configuration for alerts and dashboards in a standalone public repo available to anyone to use independently of CMOS. People can then contribute directly to that and we just consume it in CMOS - plus test the integrated stack. It will need some level of validation on the new repo but keep it minimal as the intent is to foster contribution and agile development.
