Transaction client record issue in fit testing

When running some tests that count the number of client records (LostCleanupForSDKIntegrationTest, ClientRecordTest), we see failures when running entire set of tests - an extra client record.   But they pass when run by themselves - so lets investigate.   Do we need more guarantees of a clean slate before running tests?   Does a previous test do something surprising?
