C++ Fine Tuning and Optimization

This is a catch all Epic meant to gather some issues that we would like to investigate (at a later date) before SDK 3.5 compliance is complete. See individual issues for details, but they should all be in the area of performance improvements, internal optimizations, efficient network IO, etc.
