Transactions: Implement ExtParallelUnstaging

Per meeting, reassigning to to free up Sergey a little. This is a feature we'd like to get into the transactions C++ GA release later this month so there is some time pressure.

The spec for this feature is still going through the review period. As a result there may be some instability and churn following any review feedback - but it's still worth getting started, given the priority.

JVM implementation is here. It's a small change - though in part it's because we use reactor.
