Add OpenTelemetry Hooks

Description

May require some pathfinding due to the issue we previously identified. 

For reference: we cannot get original invocation context between threads. What we’re doing now is basically a sync call waiting for the event to complete (which will be much slower). We might be able to solve with the restriction that we can re-write the timestamp after the fact (some OT implementations support that).

merged external tracing and metrics.   I'm keeping this open until I push a header specifically for OpenTelemetry tracing and metrics.   We can have it in our code, unreferenced by any other file, and distribute it so anyone with the headers and libs can use it.
