Enforcing TLS

The clusterEncryptionLevel level can be set by either the CLI or the REST API.

There are some important steps that are included in the REST API docs (here). They are referenced from some other high-level pages, but not mentioned at all in the equivalent CLI docs (here).

They should at the very least be referenced, but ideally moved up to a higher level beside the other relevant docs (e.g. here).
