New memory alert limit

    Description

      In MB-53077, we have introduced new alert for memory used(email alerts and UI pop alerts). These need to be incorporated in https://docs.couchbase.com/server/current/manage/manage-settings/configure-alerts.html

      In UI, "Memory usage threshold exceeded"

      In REST, memory_threshold

      In CLI, --alert-memory-threshold

      Use /settings/alerts/limits to configure thresholds,
      memoryNoticeThreshold: disabled by default
      memoryWarningThreshold : Enabled by default and set to 90% of memory
      memoryCriticalThreshold: Enabled by default and set to 95% of memory
