Clarify Capella support for Management APIs

    Description

      We should address the fact that Management APIs are not accessible for Capella users.
      Update the "Provisioning Cluster Resources" page to make this clear and obvious to a user (maybe with an admonition or a new section).

      This should be done for all SDKs.
