Fix cbbackupmgr doc issues

Backup

1. The list of files has a few problems
   1. It includes forest db files, which we no longer support
   2. It does not include sqlite/rift files
   3. Under restrictions.json we have the sentence "Keeps a list of restrictions used to ensure data is not restored to the place" which does not seem grammatically correct
2. Under see also there is a broken link to encryption
3. Under rollback two options are suggested in what appears to be a list like formatting, but are not formatted as such
4. In the certificate docs we use a dash to separate algorithms, rather than a comma
5. The discussion should mention the consistency feature it is referring to is --consistency-check

Config

1. Under the examples there is a broken link to cbbackupmgr info
2. Under discussion there is a broken link to strategies

Restore

1. In supported backup versions it says forestdb is still supported
2. Under remapping there is a trailing asciidoc marker
3. Under discussion is says "Also keep in mind that unlike backups, restores cannot be resumed if they fail.", which is no longer true
