Add change to Prerequisites in CREATE INDEX documentation

In the Prerequisites header of the CREATE INDEX documentation page. Please add:

In serverless environments, a user with Query Manage Index (Regular) role can execute CREATE INDEX statement, with some restrictions. Namely - 

If the CREATE INDEX statement includes a WITH clause - the only allowed options are "defer_build" , "retain_deleted_xattr"
