Document new User/System Connections Alert

    Description

      New alert(s) for User and System Connections to Data Service (memcached) added in MB-11445, needs to be added to the docs in Trinity.

      In particular, the "System Connections" docs should suggest contacting Support as there is not much the end-user can do. Relatedly, we may need to review the other alerts to see if any more would benefit from the same advice.
