Create static API reference page for the v4 Capella management API

In the Mobile docs there is a very helpful collection of static API pages which includes for example:

https://docs.couchbase.com/sync-gateway/current/rest_api_admin_static.html

In the Capella documentation it would be nice to have such a page for the management API, as currently the only available reference is:

https://docs.couchbase.com/cloud/management-api-reference/index.html

This dynamic page is quite unpleasant especially when searching for if something is implemented in the API (a common use case as the API is being updated frequently in phases).
