Need to document that Query Sequential Scan is controlled by RBAC role

It has been decided that the Sequential Scan in Query will not be available by default to non-admin users. Users need to be granted the  "query_use_sequential_scans" role before this feature can be used. Note that Administrators will have access to the feature by default.

For provisioned clusters, customer will need to request this capability via Support.
