Add known issue for Node.js SDK 2.1.7

    Description

      Node.js 2.1.7 needs an additional release note under "Known Issues" indicating the following.

      Known Issues:

      • JSCBC-305: The use of `N1qlQuery.consistency` does not behave as expected and will indicate that `N1qlQuery.consistentWith` was used in spite of it never having been called.

      Additionally, please add a new release v2.1.8 which is an 'emergency release' of v2.1.7 with the above issue fixed. Note that the api docs should still point to v2.1.7 for the v2.1.8 release.
