    Description

      1) If user tries to drop an index (with replica) while one of the indexers is being failed over, then only the replica in the active indexers will be dropped.  If the failed-over indexer is recovered/added-back to the cluster, then the orphan replica will be dropped when this failed-over indexer is added back to cluster.

      2) If one of the indexers is currently unavailable (besides failed over), then drop index (with replica) can fail.
