configuration refresh interval needs to be documented

    Description

      In support of fast failover, for both Connection String and for lcb_cntl(), we need to document how one adjusts the configuration refresh interval.

      It appears to be LCB_CNTL_CONFIG_POLL_INTERVAL.  Please check with Sergey Avseyev for any specifics if you can't work them out from the header file.
