Clarify how the compression task works within the Data Service when compression mode is active

When compression mode for a bucket is active, we have a compression task in the background that run compression on items. However, there might be a confusion on why some items are not compressed. The Data Service would actively compress items have 1.2 ratio or higher between original size and compressed size.
