Windows doesn't support the fix for MB-31105 - IPV6 uses tcp6 listeners

    Description

      Support explicit connections to IPv4 or IPv6 or both for extexternal communications for both http and TLSUnique listeners -

      it looks like the changes for this issue cause a throughput degradation on Q1 performance tests for Windows runs.
      At a lower level, using the protocol tcp4 / tcp6 in net.Listen on windows is what causes the throughput degradation.
      This issue is specific to windows and is not seen on other platforms.
      Possible actions moving forward -
      1. Disable the fix just for windows.
      2. For IPv6 enabled - use the fix and document the degradation. For Ipv4 (default) use tcp protocol.
