Section headings on docs site occasionally don't display anchor links

I've attached a video capture of my screen while I tried to re-create some of the issues affecting section anchor links. I've listed the timestamps of where these issues occur in the video.

Timestamps:

• 1:10 - Anchor links do not appear when taking a pretty traditional path to the Operator docs
• 2:33 - Clicking section heading in right-hand nav, then copying the URL and opening it in a new tab results in anchor links not appearing. Doing the same thing again does not show the same issue occurring!
