Separate language label and action buttons for code blocks

From feedback from Dhinu:

In code blocks, the language label appears right next to the action links, "View on GitHub" and "Copy". This makes the language label appear to be a clickable action. Move the language label to the left of the code block header to make it clear that it is not an action link like the others.
