Remove the setting for 'Auto failover can abort rebalance' from the docs

    Description

      Update docs per removal the setting for 'Auto failover can abort rebalance' from the UI. Essentially this is a field that should always be set to true and there's no value in allowing users to specify the setting otherwise. See comments in MB-49059.
