Internal document is given as external link on release notes page

On the release notes page:

https://docs.couchbase.com/server/current/release-notes/relnotes.html

we seem to have a link:

 https://docs.couchbase.com/server/current/manage/manage-security/manage-tls.html#set-the-minimum-tls-version

which points directly to the site, rather than the Asciidoc file used to generate it. This shows up because the CSS is flagging it incorrectly as external link

Further investigation shows that the id pointed to in the link doesn't seem to exist.
