error 9999 mistakely described as not yet implemented

    Description

      The error codes describes 9999 as "not yet implemented".

      This is incorrect - we do not have features that are not yet implemented in our code.
      9999 is issued whenever a user tries to use an EE only feature in CE: "not implemented" means "this feature is not implemented in this binary".
