Aggregate meter incorrectly holds onto old service keys

During the logger output routine the SDK resets the recorder groups which means that bins for the histograms are 0'd but are still present for a given key. This means that we a) unnecessarily hold onto this map and b) log for this service/operation pair when they have no data.
