ns server scheme doesn't work for DCP

When the ns server scheme is used with dcp we do not tell the kv muxer that we're not using tls for the seed node. This means that the dialer thinks that we aren't using tls but the muxer thinks that we are so sends a tls endpoint to the dialer. The dialer then doesn't set any tls config on the connection and the server rejects it.
