Add ServerWaitBackoff to connection string options

This is supported within gocbcore and sets the period of time that the SDK waits between kv reconnect attempts to a node after a connect failure occurs. We should also update docs to indicate that WaitUntilReady retries do not actually retry connecting, the retry is rechecking connection state.
