WaitUntilReady should always wait for explicitly set services

Currently in WaitUntilReady we consider any service types that have been declared but aren't in the cluster map as ready. Instead of doing this we should also wait for those services to come online.

We should make sure that we release note this clearly. Whilst this is technically bug it could also be considered a breaking change as it is a change in behaviour.
