Description
Need to fix bug where Go bootstrap does not follow the RFC. Needs to loop all CCCP nodes first and try to get a config, and then if all nodes fail to CCCP, should fall back to HTTP. What happens after all HTTP attempts fail though? Fall back to CCCP again, essentially we loop trying every way to connect to the cluster, where that set of ‘ways to connect’ is […CCCP_ENDPOINTS, …HTTP_ENDPOINTS]
