SDK sometimes sends invalid revid as part of get config

The SDK connects and both bootstrap and the initial CCCP poll (before it knows that it needs to not poll) get invalid config maps for the bucket - the config has no vbuckets.

The server tells the SDK “hey I have a new config come get it”.

The SDK sends the get config but with a current version of -1 (what we use internally to boot up all our internal components but indicate that we’ve not actually got a config yet)
