Couchbase2 mode does not wait for ops to complete on close
Description
As a part of https://couchbasecloud.atlassian.net/browse/GOCBC-1626#icft=GOCBC-1626 we added logic to count outstanding operations and block closing on the classic side until all operations return. We applied most of this logic to the couchbase2 side but missed the waiting until operations return logic.
