Description
7.6 introduced the ability for the cluster to push us config maps when they are changed and the feature is enabled. When not enabled CCCP still uses the cluster map known versions feature and so often gets an empty config back (because it hasn't changed), when this happens we shouldn't log that we received an empty config.
