Trace spans are not consistently created for HTTP dispatch

    Description

      I'm not sure whether or not dispatching of an HTTP request is meant to be part of the trace spans, since trace-spans typically only cover the dispatch portion of a HTTP request anyways, at the very least we should be consistent about it though.
