Legacy durability poll should be a backoff

      Description

      Legacy durability polling is currently fixed at 100ms, this is too long. It should start at 10000nanos and exponentially back off to 100millis.

            Deferring this as this is simply identical behaviour to the older SDKs. We can improve the behaviour in the future.
